What Will You Do?
As the Organizational Development Manager (Manager), you are responsible for managing and overseeing the office's organizational development initiatives. The Manager performs analytical and policy work evaluating the operation and processes of the organization as a whole, in addition to leading a small team that focuses on professional development and strategic engagement. Due to the high profile and sensitive nature of the position, you must possess a high-degree of initiative to work independently, excellent verbal and written communication skills, the ability to think on your feet while using discretion and good judgment, the ability to exercise diplomacy and tact, and the ability to develop and foster good working relationships.
Specifically, you will:
- Design and execute professional development programs that support building and sustaining a strong talent pool while ensuring compliance with civil service laws.
- Develop and execute internal professional development programs that will help staff grow their knowledge, skills and abilities while meeting continuing professional education requirements.
- Oversee employee's completion of continuing professional education requirements and ensure the office can demonstrate compliance with government auditing standards and the Board of Accountancy continuing education requirements.
- Identify and manage external professional development opportunities, including facilitating contracting processes and collaborating with vendors.
- Coordinate onboarding processes for new employees and develop and implement a transition process for staff moving to supervisory positions.
- Manage and implement employee engagement initiatives that focus on job satisfaction, retention, and communication that contribute to a positive and motivated workforce.
- Manage and implement a recruiting strategy focused on bringing in top talent across all levels of the office.
- Serve as the administrative division's advisor and resource on designing and implementing business improvement strategies, evaluating strategic results, and modifying practices to improve productivity and increase quality.
- Plan, organize, and direct workforce planning including collecting and analyzing data, making recommendations, and monitoring and reporting on workforce planning efforts.
- Lead and participate in cross-organizational workgroups to evaluate and make recommendations on a variety of sensitive and critical office-wide issues.
- Plan, assign, review, and evaluate the work of professional staff including managing office priorities and workload to ensure goals and objectives are met within established deadlines.

The California State Auditor is part of the merit-based California civil service selection system. To complete this process, you must do the following:
- Take the State exam for the Staff Services Manager II (Managerial) position. If you are a current state employee with transfer eligibility, you can skip this step. If you are not a state employee, or your state classification is not eligible to transfer, you must take the exam to be considered for the position.
