San Diego should immediately develop and implement a plan to ensure that it consistently completes its flushes of eyewashes and showers monthly as state regulations require.

1-Year Agency Response

Emergency eyewash and showers are now flushed on a monthly basis. Facilities Services' written plan and procedures include: an inventory of eyewash stations with identifying asset tag numbers, a sample Preventive Maintenance Work Order and Corrective Action Work Order reports from the AiM system, and samples of Eye Wash Shower Inspection Records affixed to equipment.

6-Month Agency Response

Emergency eyewash and showers are currently flushed on a monthly basis as required. A written plan was developed and was implemented by Facilities Services.

California State Auditor's Assessment of 6-Month Status: Partially Implemented

San Diego provided a memo from its EH&S associate director stating that a meeting took place between EH&S and Facilities Services to finalize their discussion about implementing a plan to ensure it flushes emergency eyewash and shower stations monthly as state regulations require. The memo also describes how Facilities Services assigns the monthly flush work and that it will report deficiencies to EH&S. However, San Diego did not provide evidence it followed through with this plan. Accordingly, we assess this recommendation as partially implemented.
