Report 2017-119: California State University: It Has Not Provided Adequate Oversight of the Safety of Employees and Students Who Work With Hazardous Materials (Release Date: April 2018)

Recommendation #40 To: Channel Islands, California State University

To ensure the health and safety of employees working with hazardous materials, Channel Islands should, going forward, regularly monitor employee training records to ensure that all employees have received the required trainings.

1-Year Agency Response

Channel Islands has developed and implemented procedures to ensure all employees receive training, as required. Monitoring provisions are noted in the Academic Affairs and Facilities Services updated procedures. As noted in these procedures, compliance monitoring responsibilities are shared between the Safety Training Coordinators and the Environmental Health and Safety (EHS) department, and training records are maintained through an electronic training compliance recordkeeping system.

In addition, trainings are available to equip individuals responsible for monitoring training records with the awareness of how to take full advantage of the electronic training portal's recordkeeping capabilities.

California State Auditor's Assessment of 1-Year Status: Fully Implemented

Channel Islands provided evidence that demonstrates that it regularly monitors employee training records to ensure that all employees have received the required trainings.


6-Month Agency Response

Channel Islands has developed and implemented procedures to provide employees with required trainings. Monitoring provisions are noted in the Academic Affairs and Facilities Services enforcement procedures. In addition, the Chancellor's Office is conducting trainings to equip individuals responsible for monitoring training records with the awareness of how to take full advantage of the CSU's electronic training portal's recordkeeping capabilities.

Channel Islands will conduct ongoing monitoring of employee training records to ensure that all employees receive training, as required.

Further development of the training/refresher training plan is underway and/or scheduled.
