Report 2017-119: California State University: It Has Not Provided Adequate Oversight of the Safety of Employees and Students Who Work With Hazardous Materials (Release Date: April 2018)

Recommendation #2 To: University, California State

To ensure that it provides effective oversight of health and safety issues on the campuses, the Chancellor's Office should, using the information from recommendation 1, develop and implement a plan by January 2019 to ensure that the campuses have taken appropriate actions to comply with health and safety requirements.

1-Year Agency Response

The division of Audit and Advisory Services developed and began implementation of an audit plan to conduct health and safety audits at all the campuses. The four campuses that were part of this audit will receive a review of their implementation of the recommendations as opposed to another full audit. As of April 2019, preliminary draft reports have been sent to two campuses, report writing is in process for three campuses, fieldwork is in process at seven campuses, and the Chancellor's Office and remaining eleven campuses are scheduled to start during 2019.

California State Auditor's Assessment of 1-Year Status: Fully Implemented

The Chancellor's Office provided evidence demonstrating that is implementing an audit plan to audit campuses to ensure that the campuses have taken appropriate actions to comply with health and safety requirements. To the extent that it fully executes this plan, the Chancellor's Office will have fully addressed this recommendation.


6-Month Agency Response

In May 2018, we reviewed, identified, and summarized all recommendations from the division of Audit and Advisory Servicesı related to campus health and safety practices since 1994. We are currently in the process of using this information to develop an audit plan and in January 2019, we expect to begin conducting health and safety audits at all the campuses. The four campuses that were part of this audit will be the last ones visited and the visits will consist of a review of the campuses' implementation of the recommendations from this audit.

ıThe "Office of the University Auditor" has been renamed and is now the division of Audit and Advisory Services; the University Auditor is now the Vice Chancellor and Chief Audit Officer.
