Report 2017-119: California State University: It Has Not Provided Adequate Oversight of the Safety of Employees and Students Who Work With Hazardous Materials (Release Date: April 2018)

Recommendation #13 To: San Diego, California State University

To ensure that it receives feedback from employee representatives on conditions associated with their work environments and that it develops appropriate interventions, San Diego should ensure that its joint committee meets and fulfills its responsibilities in accordance with the bargaining agreement. If such committee does not exist, it should work with the union to form it by September 2018.

6-Month Agency Response

The campus has re-structured existing safety committees to bring them in compliance with Teamsters / SETC (Unit 6) Collective Bargaining Agreement. Current members of existing safety committees continue to meet and develop plans while addressing ongoing campus concerns. A new committee, with equal number of members, representing Union (selected by and represented the State Employees Trade Council (SETC)) and Management was established on June 26, 2018 and has been meeting monthly.

60-Day Agency Response

Campus is moving to re-structure existing safety committees to bring them in compliance with Teamsters / SETC (Unit 6) Collective Bargaining Agreement. Current members of existing safety committees continue to meet and develop plans for a compliant committee while addressing ongoing campus concerns. New committee will draft procedures including reports to memorialize a compliant approach and assure continued adherence to Collective Bargaining Agreement.
