California Homebuyer's Downpayment Assistance Program (CHDAP) Subordinate System

The Housing Finance Agency uses the CHDAP Subordinate System to track information relating to CHDAP loans that have been submitted for resubordination when the first mortgage is refinanced.

Magnitude of Data

As of May 25, 2012, there were 417 resubordination requests in the CHDAP Subordinate System.

Purpose of Testing Data Reliability Determination

To identify the total number and amount of applications submitted for resubordination as of February 29, 2012.

To identify the total number and amount of loans resubordinated as of February 29, 2012.

Sufficiently Reliable—We performed data-set verification procedures and electronic testing of key data elements and found no issues.

We performed accuracy testing on a random sample of five resubordinated loan applications and found no errors.

We tested completeness by performing a sequence analysis of the loan numbers and found the data to be materially complete.

Lender Access System

The Lender Access System is utilized in the reservation, tracking, and purchasing of the Housing Finance Agency's subordinate loans, except the School Facility Fee Program.

As of May 16, 2012, the Lender Access System contained 120,043 loan records.

Purpose of Testing Data Reliability Determination

To identify the number and amount of loans awarded and disbursed by the program as of February 29, 2012.

Sufficiently Reliable—We performed data-set verification procedures and electronic testing of key data elements and found no issues.

We performed accuracy testing on a random sample of 29 loans and found no errors.

We tested completeness by performing a sequence analysis of the loan numbers and found the data to be materially complete.

Residential Development Loan Program (RDLP) Status Report

The Housing Finance Agency uses the RDLP Status Report for the purpose of tracking the RDLP loans awarded and disbursed.

Magnitude of Data

The data consisted of a status report that contained 12 loans totaling $38,600,211 in disbursements.

Purpose of Testing Data Reliability Determination

To identify the number and amount of awards and the amount and percent of funds disbursed from bond proceeds of the Residential Development Loan Program as of February 29, 2012.

Sufficiently Reliable—We performed data-set verification procedures and electronic testing of key data elements and found no issues.

We performed accuracy testing on the loans by selecting one loan per fiscal year and tracing key data elements to supporting documentation and found no errors.

We performed completeness testing by tracing supporting documents for each award to the data and verified that every award was represented in the data.

As of May 17, 2012, the SFF system contained data for 16,395 loan applications, including 11,822 loan applications related to Proposition 46.

Purpose of Testing Data Reliability Determination

To identify the number and amount of School Facility Fee loans for Housing and Emergency Shelter Trust Fund Act of 2002 (Proposition 46) distributed as of February 29, 2012.

Undetermined Reliability—We performed data-set verification procedures and electronic testing of key data elements and found no issues.

We performed accuracy testing on 29 randomly selected loans by tracing the data back to supporting documents and found no errors.

We did not perform completeness testing because supporting documents were not reasonably accessible.

The bond awards reports are a point-in-time status of all Proposition 1C and Proposition 46 funds and are the basis of the information reported annually to the Legislature and the information provided on the California Bond Accountability Web site.

The Proposition 1C Bond Awards Report contains 930 records. The Proposition 46 Bond Awards Report contains 1,883 records.

To identify the total number and amount of awards by program as of February 29, 2012.

An automated organization and program cost-accounting system to accurately and systematically account for all revenue, expenditures, receipts, disbursements, and property of the State.

Magnitude of Data

For the period of July 2009 through June 2011, the CALSTARS data contained Proposition 1C and Proposition 46 local assistance expenditures totaling $784.4 million.

For the period of June 2009 through February 2012, the CALSTARS data contained Proposition 1C and Proposition 46 expenditures for state operations totaling $33.6 million.

Purpose of Testing Data Reliability Determination

To identify the amount of local assistance expenditures charged to Housing and Emergency Shelter Trust Fund Act of 2006 (Proposition 1C) and Proposition 46 bond funds between June 2009 and February 2012.

To identify the amount of state operations expenditures charged to Proposition 1C and Proposition 46 bond funds between June 2009 and February 2012.
