    The CoC lacks local funding and capacity to conduct an annual unsheltered count.


  19. What would cause your CoC to conduct an unsheltered PIT count in the years not required by HUD?

    If the Board of Supervisors directed County staff to make the PIT count a priority to better gauge the annual state of homelessness and also provided local source match funding for this venture, then staff would be able to conduct a yearly unsheltered count.

    Engaged local university students seeking volunteer credits.

  25. Please share your perspective on the reasons your CoC's unsheltered homeless population in 2017 did or did not change from that in its previous unsheltered PIT count.

    The homeless population exhibited a decrease in 2017 perhaps due to the efficacy of homelessness prevention programs and rapid re-housing programs. In addition, there may have been a slight undercount due to weather-related circumstances.

    Our CoC reaches out to TA resources for alternative sources of funding and also to local grant programs to support the programs that lost HUD funding.


  31. Does your CoC have a strategic plan that integrates other publicly-funded programs that provide services, housing, and income supports to poor persons whether they are homeless or not (mainstream benefits and services)?

    At the time it provided guidance for a three-part initiative to identify housing resources, services, and prevention strategies.

  37. What grant-seeking or fundraising activities does your CoC engage in?

    Community outreach, outreach to city councils for local support

  38. Are there any strategies or unique actions your agency takes that have strengthened your CoC?

    County-funded Housing First program that successfully placed 50 of the most chronically homeless persons in our County; in addition, making headway into Ending Veteran's homelessness.
