To ensure that DVBE participation data are reported accurately and consistently, General Services should implement or strengthen a review process to ensure that DVBE participation amounts entered into its data systems or FI$Cal are accurate. This review process should include verification, on a sample basis, of the amounts awarded to, and the certification status of, the DVBE contractor or subcontractor for high-value contracts that include DVBE participation.

1-Year Agency Response

To ensure that DVBE participation data is reported accurately and consistently in its data systems or FI$Cal, DGS' Office of Business and Acquisition Services (OBAS) has taken the following steps in implementation of a review process which includes verification, on a sample basis, of the amounts awarded to, and the certification status of, the DVBE contractors and subcontractors:

- Finalized the Small Business (SB) and DVBE Advocate Desk Manual.

- Finalized and tested procedures related to CAR reporting and contract verification (incorporated within the Desk Manual) in August of 2019.

6-Month Agency Response

To ensure that DVBE participation data are reported accurately and consistently in its data systems or FI$Cal, DGS' Office of Business and Acquisition Services (OBAS) have taken the following steps toward implementation and will be fully implemented by October 2019:

- Continues to outline the Small Business (SB) and DVBE Advocate Desk Manual.

- Draft procedures related to CAR reporting and contract verification created, revisions still in progress.

- Plan to test procedures on CAR report due August 1, 2019.

To ensure that DVBE participation data are reported accurately and consistently in its data systems or FI$Cal, DGS' Office of Business and Acquisition Services (OBAS) have taken the following steps toward implementation and will be fully implemented by October 2019:

- Attended the Consolidated Annual Report (CAR) training offered by OSDS on 03/06/19. Information obtained on how to run new CAR reports and new reporting requirements.

- Created a template for tracking sample basis contract verification. This template is still in draft format. Additional instructions and requirements will be added as procedures are developed.

- Began outlining the Small Business (SB) and DVBE Advocate Desk Manual. Procedures related to CAR reporting and contract verification.
