To more effectively provide oversight of its chemical plan, San Diego should annually evaluate its chemical plan for effectiveness and document the results of that evaluation, including its discussions of any recommended revisions.

SDSU has developed a plan that annually evaluates its chemical hygiene plan and documents the results.

California State Auditor's Assessment of 1-Year Status: Fully Implemented

San Diego provided evidence demonstrating that it evaluated its chemical hygiene plan, documented the results of its evaluations, and plans to continue those evaluations annually. To the extent that San Diego continues this practice, it has fully addressed our recommendation.


6-Month Agency Response

The Chemical Hygiene Officer (CHO) reviewed SDSU's Chemical Hygiene Plan (CHP) for effectiveness and documented its evaluation in June 2018. The evaluation summarized the improvements made which included identifying the individual responsible for the annual review of the plan, revised roles and responsibilities of parties, and clearly identified those responsible for providing lab specific safety training and documentation of the training records. This process will continue to be performed annually.

California State Auditor's Assessment of 6-Month Status: Pending

San Diego did not provide evidence of the annual evaluation it claims it performed in June 2018.


60-Day Agency Response

Chemical Hygiene Officer (CHO) reviewed the 2017 SDSU Chemical Hygiene Plan (CHP) for effectiveness and documented its evaluation. The evaluation summarizes the improvements made to the 2018 SDSU Chemical Hygiene Plan. We will continue to perform annually the evaluation of the chemical plan.

California State Auditor's Assessment of 60-Day Status: Pending

San Diego did not provide documentation to support its evaluation of the Chemical Hygiene Plan. Until it does so, we will report the status of this recommendation as pending.
